Here are the official instructions for making rosettes for Whiskey Rebellion:
You will need to make 3 of these rosettes - one for each arm, and one for the back of the vest.
Cut grosgrain ribbon in the following lengths (makes 1 rosette).
Taking the 10-inch piece of red ribbon, sew the ends of the ribbon together to make a loop. Sew a running stitch alongside one side of the loop and pull tight to gather into a rosette. Sew across the gathers a bit to hold it all together and tie off.
Do the same with the 8-inch piece of maize ribbon, and the 6-inch piece of pewter ribbon. Stack the rosettes on top of each other from largest to smallest (red, maize, pewter) and sew through all three rosettes to tack them together.
Take the remaining 4 pieces of ribbon and stack them in this order: maize, orange, red, pewter. Fan them apart slightly so that all the colors show about 2/8” (except for pewter, which will be on top and thus completely visible). Sew across the top of the squared off edge to hold the ribbons in this fanned arrangement. Then sew the ribbons onto the back of the rosette, arranging the ribbons so that the pewter ribbon is on top as you look at the rosette from the front.
You will need to make two of these rosettes - one for each bell pad.
Cut grosgrain ribbon in the following lengths (makes 1 rosette).
Method for making the leg rosettes is the same as the method for the arm and back rosettes. The only difference is the length of the ribbons – the leg rosettes are considerably shorter than the arm and back ribbons.
